Michael Weaver is a third-generation oil and gas professional and the owner of Safari Production Company, Inc., with more than 30 years of hands-on experience in oil and gas development and production across South Texas.

His background spans the full lifecycle of conventional oil and gas assets, including exploration, field development, drilling, completions, workovers, production operations, maintenance, marketing, and daily field management. This depth of experience underpins the reactivation strategy for Mobil Fee 6 and Mobil Fee 4 and enables pragmatic, risk-aware decision-making in the field.

As Head of Operations, Mr. Weaver is responsible for defining and executing the technical work programs, managing field contractors, driving HSE performance, and ensuring that operational outcomes align with the economic model presented to investors.

Investor Relations & Finance

Fred Rosario leads investor acquisition, relationship management, and financial structuring for the program. His background spans multiple capital-intensive sectors, providing a cross-disciplinary perspective on risk, structuring, and stakeholder communication.

His experience includes 50 years in aviation (including the design of a 7-passenger executive aircraft and service as a Boeing 707 and 727 Flight Engineer), 48 years in information technology sales, service, and support (including early IBM PC and Apple Macintosh commercialization), and 24 years in commercial and residential real estate, managing a $49 million commercial portfolio and controlling $1.8 billion in undeveloped land.

Over the past 17 years, Mr. Rosario has specialized in financing structures including Medium Term Notes and Repurchase Agreements, alongside 11 years in oil and gas well development and finance. In this program, he is responsible for investor onboarding, capital formation, documentation coordination, and ensuring that financial reporting remains clear, timely, and decision-useful for sophisticated capital partners.

Governance for the program is structured around clear decision rights, robust documentation, and transparent communication with Working Interest owners. Formal agreements—including the Joint Operating Agreement (JOA), subscription documents, and related exhibits—define authority, approvals, and reporting obligations.
